2021年12月10日上午，bevictor伟德官网召開财稅論壇（2020-2021年第61期）。本次論壇邀請到芝加哥伊利諾伊大學副教授Deborah A. Carroll作了題為“The Impact of a Revenue Neutral Carbon Tax on Substitution of Natural Gas for Coal in the Electricity Sector”的講座，财稅學院師生參加了本次論壇。
本次論壇采用Zoom會議線上直播的方式進行，由财稅學院劉金科副院長主持，孫景冉老師擔任評論人。講座伊始，劉金科副院長在緻辭中表達了對Carroll教授和所有與會師生的熱烈歡迎，并指出财稅論壇是一個“聚焦前沿，開放交流”的平台，希望疫情期間借助“雲會議”為國内外一流學者和學院師生提供交流合作的機會，促進學術創新和發展。
首先Carroll教授介紹了碳稅的研究背景，增加NGCC（天然氣聯合循環）發電利用率可以替代煤炭、減少CO2的排放量，并且NGCC的利用率可以通過CF（Capacity factory)來衡量，并且通過圖表來直觀展示NGCC的利用可以減少CO2的排放量。接下來介紹了本文的方法論，第一是NGCC在2003—2017年的月CF值的固定回歸效應，第二通過反事實分析碳價格提高NGCC使用率和減少CO2的排放，第三是研究來自于碳稅最佳價格的收入。其次Carroll教授又具體介紹了實證模型，構造了NGCC的月份CF值的固定效應回歸模型，文章的數據來源于EIA(Energy Information Administration)。之後Carroll教授介紹了實證結果，結果表明在0.75的價格比(coal/NG)時NGCC CFs最高，在0.4-0.6價格比之間，或天然氣價格在4.2-6.3美元之間，利用率增長最快。接下來介紹了反事實結果，估計了在不同碳稅下的CF值，也預測了未來NGCC和煤炭生産的趨勢。最後，Carroll教授介紹了稅收的影響，得出結論，即每噸征收220美元的碳稅才能達到75%的清潔能源計劃目标，并且短期内增加NGCC的利用率能夠代替煤炭，減少CO2排放量。最後，孫景冉老師高度評價了Carroll教授的研究，并就相關政策和如何測算這些政策與Carroll教授進行了讨論，以及對未來碳稅實施具體情況進行了設想。劉金科老師也就碳稅價格問題、碳稅造成的稅收負擔等問題與Carroll教師進行了進一步的交流，大家都受益匪淺。
主講人信息：Deborah A. Carroll, associate professor in University of Illinois Chicago. Her research focuses on financial management and fiscal policy issues of state and local governments, particularly related to taxation, revenue diversification, revenue stability, and urban economic development, as well as on the interconnectedness of the government and nonprofit sectors and the implications for tax policy, tax burden, and public service provision. Dr. Carroll serves as Editor-in-chief of the Journal of Public and Nonprofit Affairs, also has served on the governing boards of the Southeastern Conference for Public Administration (2011-2013) and Association for Budgeting and Financial Management (2006-2008), as editorial board member of the Journal of Public Budgeting, Accounting, and Financial Management (2020-Present) and Urban Affairs Review (2009-2011), as Associate Editor of Public Administration Review (2015-2017), and as Treasurer of the Association for Budgeting and Financial Management (2013-2018).
